Análisis de la incidencia de la capacitación recibida por las contralorías territoriales en sus niveles de gestión y resultados

Abstract

This study analyzes the correlation between the training provided through the Fiscal Oversight Auditor Certification Program, implemented by the Auditoría General de la República (AGR) and the Contraloría General de la República (CGR) under inter-administrative agreement 706 of 2021, and the performance levels and outcomes of the territorial comptrollers’ offices in Colombia. The analysis begins by characterizing the human capital within these entities, considering their type of employment, job stability, and assigned areas of work, as well as the structure and thematic evolution of the training program over a period of four years (2021-2024). A quantitative methodological approach was employed, utilizing data from the Integrated Audit System (SIA-SIREL), AGR records, and the results of the annual certification of territorial comptrollers’ offices through the AuditeCT index. The findings indicate a cumulative coverage of 92%, with an average pass rate of 74%, and a positive correlation between the training received and institutional performance in 73% of the comptrollers’ offices. The study concludes that training is a strategic factor that impacts performance improvement, although challenges persist related to staff turnover, the consolidation of an organizational culture oriented towards continuous learning, and the need to tailor the trainings to the particularities of each entity.
